Eli Lilly and Company has committed more than $50 billion to US manufacturing since 2020, spread across four new plants announced in the last eighteen months alone, in Virginia, Texas, Alabama, and most recently Pennsylvania, where the company pledged $3.5 billion for a new site in the Lehigh Valley. But they're not alone in this build-out. Pharma companies have pledged more than $370 billion in US manufacturing investment over the next five years, with Johnson & Johnson, Merck Group , Roche , AstraZeneca , Novartis , and Sanofi all announcing multi-billion-dollar domestic expansions.
But none of that spending guarantees a plant ships its first vial on schedule. Dollar figures and job counts describe the investment. They don't describe what it actually takes to bring a facility online.

Commissioning proves the power, cooling, and life-safety systems in a data centre actually work before it goes live. It's a small, specialist discipline, and AI is putting more pressure on it than it's ever had. The systems are becoming more complex, with rack power densities increasing from 5-15kW to now 300-600kW. These are fuelled by GPU training clusters in AI data centers and it's just the beginning. Every jump like this changes conductor sizing, cooling design, grounding, and emergency power. Commissioning teams have to validate all of it.
